A California doctor who reportedly makes millions performing sex changes told a conference last year no child is too young to consider for “gender affirming” operations and said he has performed them on kids as young as 13.

The comments and slideshow that came from Dr. Robert Mosser, the founder of the Gender Confirmation Center in San Francisco, were part of a presentation at the Philadelphia Trans Wellness Conference, which took place virtually in July 2021. The shocking remarks, first reported by Manhattan Institute senior fellow Christopher Rufo, drew fresh scrutiny after former Tennessee congressional candidate Robby Starbuck tweeted about them Wednesday.

Dr. Mosser said he’s “super committed” to gender surgery and has always been “drawn to things that are deeply impactful.”

He went on to describe how the GCC has “secret missions,” which he admits are not secret anymore since the slideshow has been created. Dr. Mosser said at the center they try to “live with our values 30 to 40 years in the future,” which is necessary to put them “in a mindset of extreme affirmation.”

Mosser claimed that by that time, gender will be no big deal and a normal process would see children and adolescents “screened” to determine their gender.

“I do not have a minimum age of any sort in my practice,” Mosser explained during the presentation. “There’s no chronological age that says you don’t get surgery.”

The surgeon explained that most children he operates on are 14 or older because that’s how long it takes for insurance approvals. But he also noted that the practice has consulted with “a number of 13 year olds” and has performed “one or two” surgeries on 13 year olds as well, according to the video.

“I don’t think I’ve ever done a consult on a 12-year-old yet, but we would, if one came our way. We just haven’t had reason to,” Dr. Mosser said.

When asked the youngest age child he’d consider for surgery, the doctor replied, “There is no youngest age. At all. With parental consent, somebody could even do a consult with me at age 10, 11, or 12.”

There have been some strong reactions to Dr. Mosser’s presentation. Starbuck captioned the video saying, “This is what pure evil looks like.”

Journalist Christoper Rufo pointed out that Mosser charges between $8,500 and $10,000 for the procedures, meaning his practice has made up to $20 million on them. “Gender ideology is a booming business,” he wrote.

Multiple children’s hospitals, including Boston Children’s Hospital, have come under scrutiny in recent weeks for their policies on performing “gender affirming” surgeries. These hospitals have all denied that genital surgeries are available to minors, and Boston Children’s Hospital has hidden videos discussing “gender affirming care” and hysterectomies.
