Sen. Joe Manchin (D-W.Va.) is standing up to members of his own party trying to carve-out exceptions for filibuster reform. In an interview Sunday, the moderate Democrat said he can’t imagine supporting a change in filibuster rules to support voting rights legislation.
The West Virginia lawmaker pointed to the last time a so-called carve-out was done occurred when Democrats changed the rules of the filibuster to allow cabinet nominations to be brought to the Senate floor with a simple majority vote.

Manchin’s comments came after fellow Senate Democrat Mark Warner (D-Va.) said while he does not support eliminating the filibuster altogether, he would support a carve-out for pieces of legislation regarding voting reform.
